Face it - he wants the pension costs off of the state because the state can't file bankruptcy. School districts can and will or they will face the wrath of taxpayers for property tax increases. Teachers were promised pensions for votes, the money was never there and it won't grow on local tress either.Stick it on the locals and let them go bankrupt. That's the speaker's plan for the next few years. Lucky local school boards.
